The Fraunhofer Institute for High-Speed Dynamics, Ernst-Mach-Institut, EMI is one of Germanys main research institutes for defense and security. At present, 305 people are employed at EMI in total and the overall budget amounts to 22 million Euros. EMI coordinates both the Fraunhofer Group for Defense and Security and the Fraunhofer Innovation Cluster “Future Urban Security”. EMI maintains the Center of Competence for the Management of Damage on Infrastructure and Buildings. As one of the key expertises of EMI, experimental, computational physics and analytical methods are employed to describe the consequences of explosions. In particular in this domain, interactive expert software has been developed, including tools for hazard and risk analysis for terrorist threats, the protection of built infrastructures, ammunition, IEDs and EOD. EMI administers a database on explosive sources, e.g. IEDs, for quantitative hazard and risk analysis of terroristic events.

Fraunhofer EMI is one of the most accomplished applied research centers for critical infrastructure protection in Europe. EMI scientists have several decades of experience in the field of threat, vulnerability and risk analysis for infrastructure, equipment, vehicles and airplanes. In past years, they accomplished comprehensive threat and risk analyses for critical infrastructure in several tens of projects. In recent times, EMI has been active in German national security research projects mainly in the field of traffic infrastructure protection. Several tens of international projects in defense and security have been managed by Fraunhofer EMI in the past.
